This application is for any building addition to a residential or commercial property.  The proposed project will add square footage (new structure area). Use this application for a proposed attached accessory dwelling unit.

Typical examples include but are not limited to changes to the building floor plan including the removal of non-bearing walls; bathroom, kitchen or basement remodels; reframed roofs and façade changes; garage or carport conversions; roofs over previously uncovered deck or patio spaces; fire damage repairs, etc.

Re-roof

Re-roofs can include roof sheathing, insulation and roof covering only.  An alteration permit is required for replacing structural members in addition to the roof deck.

Class A - Special Event in ROW

A Class A Right-of-Way(ROW) permit may be issued for the use of a ROW for 72 hours or less for activities which do not involve the physical disturbance of the ROW.  Theses activities could include but are not limited to bike races, block parties, parades, parking, processions, street dances, street runs.

Class B – Street / Lane Closure (ROW) (oversize)

A Class B Right-of-Way (ROW) permit may be issued for the use of a ROW for 72 hours or less for activities which do not involve the physical disturbance of the ROW.  This permit is also known as the Street/Lane Closure permit which includes but is not limited to fairs, temporary street closures, temporary sale of goods, or house or other large structure moves not covered by a Class E ROW permit.

Class C – Non-franchise Construction

Class C Right-of-Way (ROW) permits are issued for the use of the ROW for activities that may alter the appearance of or disturb the surface or subsurface of the ROW on a temporary or permanent basis.  They can include but are not limited to: curb cuts, paving, drainage facilities, driveways, sidewalks, street trenching, landscaping, maintaining or removing street trees, franchise and non-franchise underground utility work, and bus shelters.

Class D – Long Term and Permanent

Class D Right-of-Way (ROW) permits are issued for the use of the ROW for activities for extended periods of time (72+ hrs) which will not physically disturb the ROW. This includes permanent use installations which require a Revocable Use Agreement with the City.

Class E – Haul Permit

This application is for hauling construction materials to and from the project site.

Clearing and Grading (STE)

This application is for all land disturbing activities on a development site.  Examples include but are not limited to clearing,  grading, excavation, and installing drainage improvements. Examples include but are not limited to driveways, sidewalks, drainage connections, and trenching.

Engineering Deviation

This application is for any engineering deviation from the city’s engineering standards or other city adopted codes and regulations.

Transportation Concurrency

To ensure adequate transportation facilities are available to serve the proposed  development activity.  This application is required when there is an  increase in PM peak trips above the current use of the site.

Administrative Determinations

This application is for Fire Marshal consideration of an administrative action or approval (for example;example:, alternate methods and materials, modifications, or other administrative actions).

Energy System

This application is for installation of systems related to emergency generator systems, solar PV systems, capacitor storage systems, battery systems, fuel cell power systems and similar energy producing or storing installations.

Life Safety Systems

This application is for construction, alteration and repair of life safety systems to include automatic fire suppression systems, fire alarm systems, emergency responder radio systems, fire pumps, standpipes, smoke control systems.

This application is for installations or processes not covered under other Fire applications.

Process Permits

This application is for commercial and industrial processes like spraying and dipping, high-piled combustible storage, temporary membrane structures, mobile fuel preparation systems and similar regulated under IFC section 105.7.

This application is for the installation, alteration, removal, or abandonment of tanks regulated by the International Fire Code.

Adult Family Home

In cooperation with DSHS the City of SeaTac provides onsite inspection of new or  newly renovated Adult Family Homes (AFH) to determine compliance with the AFH  code provisions of the current International Residential Code (IRC).  Use  the residential alteration permit application if the structure is being altered  to create the AFH.

Manufactured Home

This application is for placement of a Manufactured Home on a private lot or a Manufactured Home Park (MHP).

Binding Site Plan

This application is for an alternative method for the division or redivision of land where the resulting lots, tracts or parcels will be planned, managed or operated as part of an integrated project whether commercial, industrial, mobile home or condominium project.

Code Amendment

This application is to propose amendment(s) to development regulations in the  Sea Tac Municipal Code.

Development Agreement

A Development Agreement is a binding agreement between a person or entity having  ownership or control of real property and the City of SeaTac detailing the obligations of both parties and specifying the standards and conditions that will govern development of the property.

Essential Public Facilites

This application is for identifying and siting essential public facilities (EPFs). See SMC 15.115.040 for more information.

Final Plat

This is an application for Final plat map approval related to preliminary short  plats or preliminary long plats.

Legal Lot Determination

Lot Line Adjustment

This is an application for any relocation of one (1) or more lot boundary lines of two (2) or more lots where such action does not result in the creation of additional lots, or the creation of any nonconforming lot.  This application is also for combining more than one (1) legal lot into a new single lot.

Conditional Use

This is an application for a use which is not permitted outright in a zone due  to the natures of the impact created by the use.  Specific uses which  require a conditional use include expansion of legal non-conforming legal  use, macro-facility, subsidiary use, schools or religious facilities or  supportive/transitional facilities (SMC 15.15.115.020).

Multifamily Tax Exemption

This application is to provide limited exemptions to property tax for new multi-family housing construction in the Urban Center.

Plat Alterations and Vacations

This application is to make alternations to a recorded subdivision or to vacate a final plat.

Pre-Application Meeting

A Pre-Application (Pre-App) meeting provides an opportunity to aid an applicant  to prepare a complete project proposal; to inform them of the procedures and  requirements of City code; and identify policies and regulations that apply to  their proposal.

Preliminary Long Plat

This is an application for the division of one contiguous parcel into ten (10)  or more lots, tracts, parcels, or sites.

Preliminary Short Plat

This application is for the division of one contiguous parcel into nine (9) or  fewer lots, tracts, parcels, or sites.

Preliminary Site Plan Review

An administrative process by which a development project is reviewed to ensure  conformance with applicable policies, codes and development standards.  The  process is separate from and precedes initial building or engineering permit  review and issuance.

Public Agency Utility Exception

This application is for a development proposal by public agency or utility is prohibited due to the presence of a critical area and/or its buffer.

Reasonable Use Exception

If the application of this chapter would deny all reasonable use of the  property, the applicant may apply for a reasonable use exception pursuant to  this subsection:  When a development is completely prohibited on a lot due  to the presence of a critical area and/or its buffer.

SEPA Determination

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to consider the environmental impacts of certain proposals before making permitting decisions.

Sign

This application is for any new or altered sign installation or reface of existing sign.

Site Specific Rezone

The purpose of this application is to provide a change of zoning to allow a new or different land use which conforms with the City’s Comprehensive Plan. A rezone may be approved when there’s a change in conditions and/or is necessary to implement the comprehensive plan.

Special Home Occupations

This application is required for any home occupation uses providing that not  less than seven (7) of the nine (9) criteria set forth in 15.465.500(C) are met,  except that compliance with subsection (C)(8) is required.

Street Vacation

This application is used to petition the Sea Tac City Council to take action to release the public interest in a public right-of-way, City street facilities or easements back to the adjacent private property owner.

Variance

A variance application is a request for an exception to the development  standards because of special circumstances of the lot (i.e. size, shape,  topography).  SMC 15.115.010

Zoning Administrative Permit

This permit is for zoning approvals, deviations, departures, code interpretations and report review required by the Zoning Code when not reviewed through an underlying land use case. Examples include code interpretations, historic ADU registrations, short term rentals, critical area reports, zoning departures, parking changes and reductions, and floodplain development.

Zoning Compliance Letter

This is a request to confirm that the subject site improvements comply with  local zoning code. Zoning Compliance Letters will address the following items:  1. Zoning Classification of the property; 2. Abutting Zoning Designations; 3.  Whether the property is part of a Planned Unit Development; 4. Any Variances,  Special Exceptions, or Conditional Uses issued for the property, including  copies of the decisions; 5. Any Legal Nonconforming Issues; 6. Site and Building  Design Standards that may apply; 7. Issues concerning Repair or Reconstruction  of Non-Conforming Structures; 8. Any history of Zoning Code Violations; 9.  Whether the property has been granted Site Plan Approval, including copies of  the decision; 10. A copy of the Certificate of Occupancy (not applicable to  single family residences).

Shoreline Exemption

This application is for certain shoreline land uses and development activities that are exempt from the requirement to obtain a Shoreline Substantial Development Permit as identified in WAC 173-27-040. All development activities are required to be compliant with the Shoreline Master Program (SMP); SMC 18.05.

Shoreline Substantial Development

A Shoreline Substantial Development Permit is required for projects that propose to undertake a “substantial development” within the City’s shoreline jurisdiction, as defined by the SeaTac Shoreline Master Program (SMP), SMC 18.05.

Shoreline Conditional Use

A conditional use permit is required for a use, development, or substantial development that is classified as a conditional use or is not classified within the shoreline master program.

Shoreline Variance

A Variance is required to grant relief from the specific bulk, dimensional or performance standards specified in the Master Program, but not a means to vary a shoreline use. Variance permits must be specifically approved, approved with conditions, or denied by Ecology.

Noise Variance

This application is for any noise from construction activities outside of normal working hours within the City of SeaTac.

Temporary Use

This application is for temporary uses of public or private property which are not otherwise regulated beyond business license registration, such as carnivals, seasonal sales, temporary construction yards and trailers, homeless encampments, emergency animal shelters. This application is for the minor modification of an existing tower or base station and involving collocation, removal, or replacement of transmission equipment.

This application is for a Macro Wireless Communication Facility located on public or private property. This is not an application for a Small Wireless Communication Facility or an Eligible Facility Request.
